Abstract

The Committee of the Regions plays an active role in shaping the EU Cohesion Policy. The aim of this paper is to present key recommendations of the Committee of the Regions for the Cohesion Policy beyond the year 2020. Firstly, the Committee of the Regions suggests that granting structural funds should be based on functional regions rather than the NUTS 2 regions. Secondly, it is necessary to assess the territorial impact of different EU policies and strategies. Thirdly, the concept of multilevel governance and the partnership principle should be clarified.
