Abstract
The current shape of the regional rail passenger transport market in Poland differs significantly from the
situation in 2001, when the dominant entity was the state-owned company PKP Przewozy Regionalne.
Thanks to the reform of these transports, a number of positive effects have been achieved, including, first
of all, self-government, i.e. the assumption of responsibility for the organisation and financing of these
transports by voivodeship self-governments. However, it cannot be said that the reform has been completed.
There are still a number of problems to be solved so that the reform can be considered completed.
The article presents the general characteristics of functioning regional railway passenger carriers and
indicates the basic problems of further development related to, among others, the future of Przewozy Regionalne
company, functioning of local government companies, implementation of effective organization
of these transports in the regions and the entry into force of the fourth railway package.
