Abstract

Services urban public transport should, as far as possible, meet the expectations of passengers. In today’s reality, the organizers of public transport or operators in the Polish cities issue regulations relating to the transport of passengers and baggage as well rules on urban public transport. Both in the legislation and regulations appear wording on passenger’ rights, but they are interlaced with the duties. Also a guarantee for travel in certain conditions is rarely mentioned. The best-known form of guarantee for services in other modes of transport is the charter of passenger’ rights. With the introduction of charter passengers know what to expect from the carrier and how they can assert their rights in case of breach of condition on his part. The charter helps customers to give opinions or suggest improvements. The carrier, by implementing the charter of passengers’ rights gains a lot of customer’s appreciation, because shows his serious attitude towards its task, which is providing suitable quality of transport services in accordance with the charter. Charter of passenger’ rights in urban public transport is a new and rare initiative in Poland. The aim of this article is to review and analyze existing records on passenger’s rights in regulations relating to transport of passengers and baggage and rules on urban public transport in all voivode cities in Poland. The background to the discussion is the analysis of legal conditions on passenger’ rights in the European Union. On the basis of review and existing records formulating rights of passengers, the scope of Charter of rights of urban public transport passenger in Poland has been proposed.
