Superpower czy superstate? Dylematy unijnej obecności na arenie międzynarodowej

Abstract
In 2000 in Warsaw the British prime minister, Tony Blair, announced that in the future the EU would become a superpower, but not a superstate. At the beginning of theXX I century the EU’s international role has increased – it consists of 28 European countries. But how to determine the nature of the EU’s presence in international relations? Inthe article, to find the answer to this question, there were presented various categorizations of international actors. There is a problem to include the EU into one of these categories. It is certain that the EU is not a state in international relations, so it cannot be a superstate. In addition, there are some examples of the poor EU’s diplomacy (i.e. the recent EU’s response to Russian-Ukrainian crisis) – therefore EU is not a superpower either.
